The change will affect major urban centers: Moscow along with the region, as well as St. Petersburg and the Leningrad Region. It is planned to start issuing such permits from September 2025.
The authorities assume that these steps will reduce illegal labor migration and the "gray" hiring of foreigners, as well as contribute to optimizing the management of migration flows and improving the economic well-being of the regions.
