In a letter from the National Council of the Financial Market addressed to the Chairman of the Central Bank Elvira Nabiullina and Deputy Prime Minister Dmitry Grigorenko, it is being prepared that the launch of the register is scheduled for November 1, but the procedure for interaction between credit institutions and the Ministry of Defense has not been defined.

Also, the rules regarding how and when banks should refuse a loan to a client, including a mortgage, are not ready, given the long process of its registration, if he is recognized as a draft dodger.

It should be noted that after placing an electronic summons in the addressee's personal account, a citizen of the Russian Federation will not have the right to leave the country, as well as receive loans. The restrictions will also apply if the client did not know about the receipt of such a document.

Recall that in mid-June, the Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova, asked the government to exempt the participants from paying interest on loans. The Ombudsman's report also spoke about the need to abolish the property tax for the families of citizens who take part in the special operation.
